The series opens with Joel and Ellie departing the Boston QZ, and throughout their travels, they encounter other individuals from distinct QZs where local resistance movements have challenged FEDRA’s hold.

In light of FEDRA’s oppressive tactics, several significant plot developments in The Last of Us revolve around groups resisting this authoritative regime. Foremost among these is the Fireflies, a faction that enlists Joel to escort Ellie across the nation, driven by the hope of dismantling FEDRA’s oppressive structure in favor of a new, equitable government system. Nevertheless, as the season progresses, it becomes clear that the Fireflies’ methods are not without their own moral ambiguity.
In addition to the Fireflies, the Washington Liberation Front (WLF) emerges in the second game as a prominent adversary to FEDRA.
