You can craft weapons from Penguin in Suicide Squad: Kill the Justice League. However, Cobblepot is not available right away and requires you to progress with the story first.
Complete the ‘Hello Oswald’ mission from Chapter 2, where Amanda Waller orders Task Force X to hunt down the Penguin so that he can arm the squad with weapons. Once he’s captured, you can then head over to him at the Hall of Justice and start crafting weapons.
You can craft a ton of guns and melee weapons from Penguin including SMGs, Snipers, Shotguns, Pistols, Assault Rifles, and Heavy Weapons. However, you’ll need to have their recipes unlocked first. After that, spend the required Crafting points and you’ll be able to craft weapons in the game.
