Detailed Leaks on Honkai Star Rail 3.3 Cipher
HoYoverse has officially unveiled Cipher as part of its Honkai Star Rail 3.3 marketing approach. Dimbreath shared crucial details regarding her features, stats, and abilities, which are outlined below:
Cipher’s Statistics
- HP: 931
- Attack: 601
- Defense: 388
- Speed: 113
- Taunt: 100
Overview of Cipher’s Skills
- Basic Attack: Inflicts Quantum DMG on a chosen enemy.
- Skill: Grants a 120% baseline chance to reduce opponents’ damage output, enhances Cipher’s Attack, and delivers area-of-effect (AoE) Quantum DMG.
- Ultimate: When activated, Cipher releases multiple damage instances against groups of enemies, applying both Quantum and True damage — the latter being influenced by her recorded Talent value.
- Talent: If there is no “Regular Customer,”Cipher designates the enemy with the highest Max HP as the target. Switching targets requires tagging them with her Skill or Ultimate. An ally’s attack on a “Regular Customer”triggers a follow-up attack from Cipher.
- This follow-up attack has a one-time trigger limit and resets when Cipher uses her Ultimate.
- Technique: Grants “Zagreus’s Blessing”, making Cipher undetectable while also increasing her movement speed. Approaching a target allows her to deal Quantum DMG to all enemies, with added records on damage instances.
Cipher’s Traces
- Trace 1: Increases Cipher’s CRIT Rate and recorded value when her Speed surpasses particular thresholds.
- Trace 2: Cipher captures a fraction of the non-True DMG an ally inflicts on opponents other than the “Regular Customer”, excluding overflow damage.
- Trace 3: With Cipher in play, all enemy DEF is reduced, allowing her to act sooner at the beginning of each turn.
Overview of Cipher’s Eidolons
We will not cover Eidolon 3 and 5, as they merely enhance a character’s abilities by two levels.
- E1: Boosts the trigger count for the follow-up attack. Upon hitting an enemy, there’s a chance to increase the amount of damage they sustain.
- E2: Sets Cipher’s recorded DMG to a certain percentage of the initial value. Utilizing a follow-up attack enhances her CRIT DMG.
- E4: After a “Regular Customer”is struck by an ally, Cipher inflicts additional Quantum DMG.
- E6: Significantly elevates the damage of Cipher’s follow-up attack, and upon using the Ultimate, returns a percentage of the cleared recorded value.
