Upon your initial entry into the village, he can be found at the bandstand in the central village green, engaged in a speech about the villagers’ “aberrant”pagan traditions. Unfortunately, dialogue with Captain Sims isn’t possible while he occupies the bandstand or as he moves around the village.

After a brief period, or subsequent entry and exit from various village buildings, you’ll find Captain Sims has relocated to the Village Hall. Look for him on the stage there, where he will formally greet you for your first interaction. From this point forward, Captain Sims will remain in this location.
