Any players that encounter one as a reward for Hisuian Decidueye Raids will have the chance of finding a Shiny when they face the Pokemon.
However, it’s important to remember that Pokemon Go treats Hisuian variants as totally new Pokemon, so any players that have an existing Shiny Rowlet can only evolve it into the regular Shiny Decidueye.
