The keycard is hidden within the Skethermoor region. Upon arrival, head towards the bunker at the coordinates 38.0 E, 77.4 N. This bunker, known as the Protocol Workshop Bunker, is easily identifiable by its blue exterior.
Once inside the bunker, make your first right turn, continue down the hallway, then take another left. Proceed straight until you reach a washroom; venture towards the back where you will notice a narrow gap to bypass.
Important Note: This section is classified and guards from the Protocol Army will engage you on sight, regardless of how friendly you are with Captain Sims. Be prepared to face several adversaries.
After maneuvering through the gap, you’ll encounter a small opening to climb through, leading to a tight space. Keep pressing on until you find a deceased individual clad in a hazmat suit. Search this body to acquire the Windfall Crate Keycard.
