Increased Threats to Press Freedom in Italy Under Right-Wing Government

A recent report from a coalition of civil liberties organizations reveals alarming trends concerning press freedom within Italy’s right-wing government, which is demonstrating a “heavy intolerance to media criticism”along with “unprecedented levels of interference in public service media”.

The Civil Liberties Union for Europe (Liberties) published findings on Monday that condemned various European nations for what they describe as a systematic effort to undermine democratic principles and the rule of law, particularly concerning media freedoms. This extensive report is the culmination of input from 43 human rights organizations across 21 EU member states.

Italy’s Place Among “Dismantlers” of Democratic Norms

Giorgia Meloni’s administration has come under sharp scrutiny, identified as one of just five “dismantlers”of the rule of law, alongside eastern European countries such as Bulgaria, Croatia, Romania, and Slovakia. The report particularly highlighted Viktor Orban’s Hungary, labeling it as an “electoral autocracy” due to a marked degradation of rule of law observed in 2024.

Concerns Over Media Manipulation

Liberties has expressed particular concern regarding political meddling at Italy’s public broadcasting corporation, RAI. The report details allegations that RAI censored a proposed anti-fascist monologue by noted writer Antonio Scurati. Additionally, it critiques the governance and funding frameworks that leave the broadcaster potentially susceptible to political influence.

Proposals Raising Alarm

Moreover, the report points to troubling legislative proposals emerging from Rome, suggesting that Meloni’s government seeks to grant the justice ministry extensive powers over prosecutors, thereby increasing political oversight of the judiciary.

The Importance of Action to Preserve Democracy

Liberties asserted that “Europe’s democratic recession has deepened in 2024”, encapsulating key findings over more than 1,000 pages of analysis. The report outlines distressing trends including political manipulation, rising corruption, and escalating harassment of journalists along with restrictions on free speech.

The report concludes with a stark warning: “Without decisive action, the EU risks further democratic erosion.”Despite the passage of the European Media Freedom Act (EMFA) aimed at safeguarding editorial independence and boosting transparency of media ownership, the report highlighted that most EU member states have failed to earnestly implement these measures into their national laws. The EMFA is set to come into full effect in August.

As the deadline approaches for the implementation of the EMFA, the report suggests that the coming months may prove crucial for determining whether EU member states will progress toward enhanced press independence or if the current power dynamics will persist unabated.
